Abstract: The Strategic Framework for UNESCO in Brazil tries to reflect today's trends within the international cooperation context. It aims to inaugurate a new phase that is mainly marked by more selective actions that are coherent to new requirements. This document has been structured and built after many discussions and consultations that had active participation of UNESCO's main partners of public and private sectors, civil society, universities, and various organizations. From lessons learnt, this framewok must be seen as a strategy to motivate technical cooperation and South-South cooperation, particularly in Latin America and in Portuguese-speaking countries. It should serve as guidelines to the elaboration of a dynamic work plan that gradually covers and reaches its purposes and objectives.
